Phillips said Rockland Green would reach out to Hi-Tor to see if the nonprofit would continue operating the shelter until a new one is up and running. "Everybody has the same goal," Phillips said, "to take care of the animals and at the same time make it affordable to the taxpayers." Hi-Tor is a nonprofit, operated by a volunteer board with paid management and staff, and volunteers, taking care of dogs, cats, rabbits and other animals.
Rockland Green's board includes the five town supervisors and some county legislators. The shelter’s core operational funding comes from towns, which license pets and are responsible for animal control. Phillips said they have reached out to the Humane Society to help run a future shelter site.
